DRC Government and Rebel Alliance Agree on Roadmap for Peace Talks

Representatives from the Democratic Republic of the Congo (DRC) government and the Rwanda-backed Alliance Fleuve Congo/March 23 Movement (AFC/M23) have established a roadmap to guide future peace negotiations. The agreement follows five days of talks held in Geneva, Switzerland, from August 17 to 21, involving mediators from the United States, Qatar, Togo, Switzerland, and the African Union Commission.

This roadmap outlines sequenced steps for addressing outstanding protocols under the Doha Framework, which was originally signed in November 2025. While the agreement does not represent a final peace treaty, it provides a structure for ongoing discussions and introduces a standardized method for reporting ceasefire violations. Additionally, the parties have established a secretariat for the Expanded Joint Verification Mechanism Plus (EJVM+) to monitor compliance, with the first verification mission scheduled for South Kivu province.

Despite these diplomatic efforts, the region continues to face ongoing instability. The recent negotiations follow a modest prisoner exchange facilitated by the International Committee of the Red Cross earlier in August, marking a small step toward building trust between the conflicting parties.
